EITC/Minimum Wage (HB2541/SB3102)
Makes the state earned income tax credit refundable and permanent. Increases and amends the refundable food/excise tax credit by basing the amount of the credit on a taxpayer’s Hawaii earned income, rather than federal adjusted gross income. Increases minimum wage rate to $11.00 per hour beginning on 1/1/2021, $12.00 per hour beginning on 1/1/2022, $12.50 per hour beginning on 1/1/2023, and $13.00 per hour beginning on 1/1/2024.
Support with Amendments: Support the EITC, minimum Wage should be $17.
Paid Family Leave (HB2219/SB2491)
Provides family leave insurance benefits and extends period of family leave to sixteen weeks for businesses that employs one or more employees who meet the hourly qualifications. Effective 7/1/2050. (SD1)
Dependent Care Tax Credit (SB2283)
Establishes a child care expense refundable tax credit that is equal to an unspecified per cent of the amount the taxpayer spent on eligible child care expenses during that taxable year. Defines “eligible child care expenses” as the total amount the taxpayer paid to a child care facility in the State for the care of a child who is under the age of 13 and for whom the taxpayer is entitled to a deduction under section 235-54(a), HRS. Prohibits a taxpayer from claiming both the child care expenses tax credit and the credit for employment-related expenses for household and dependent care services under section 235-55.6, HRS. Applies to taxable years beginning after December 31, 2019.

Establishes an affordable homeownership revolving fund within HHFDC to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Makes an appropriation into and out of the affordable homeownership revolving fund. Effective 7/1/2025. (HD1)

Rental Housing Revolving Fund (HB1817/SB2206)
Authorizes issuance of $200,000,000 in general obligation bonds and appropriates funds for deposit into the rental housing revolving fund for its authorized purposes. Takes effect on 7/1/2025. (HD1)
Kūpuna Caregivers Program (HB1867/SB2342)
Reduces from thirty to twenty the total number of hours per week an individual must be employed to be a qualified caregiver under the kūpuna caregivers program from thirty to twenty. Appropriates funds for the proper implementation of the kūpuna caregivers program. Effective 7/1/2050. (SD1)
